I am not sure about the first question. If I recall correctly, the position of the flags as I have seen from SAFTI MI are RSN, State Flag, SAF, Army, RSAF, U...

I believe the question is how to position the flags.

I ahve read a book written by a US diplomat. The national flag should be in the centre on a raised platform.

When being displayed with flags of other countries in Singapore, our own national flag should be positioned on its own right -- i.e. the audience's left.

It depends on the situation.

When flags of other countries are displayed, it should be in alphabetical order, as per how UN and Olympics displays the flags. Otherwise the host country's flag taking the honour position on the left makes sense as well.

When it comes to positioning of flags with other countries, a big question mark may come up. There was once a photo showing an exercise held in Singapore, and the US state flag takes the honour position. Go figure.
