Taking refuge has no rules whatsoever. Everyone can take refuge.
Do not let any guidelines or whatsoever obstruct anyone from taking
refuge. Guidelines are just guidelines, they guide us to become
better Buddhists if we follow them.
But of course you should try to practise Buddhism after you take
refuge.
