thats' why they stupid, the top tiers empty should have some space for people to put luggage, some toilest in the train will be good. take away those TVs and faciful stuff that cost money to maintain and use - e,g cleaning or electricity, have the people ther please stop talking to their own colleagues at wrk and strt moving around or watching for hoggers who during rush hour stand in the middle of any walk and block people's way. get your trains and track maintained right in the first place. public transport system first class should have no accident and no disruption rate, 24/7 365, for eternity. you do all these, you then earn the right to increase fares every now and then

Actually, for a seatless train, you can introduce meditation cushions to put so people can sit on the floor. They must rent the seat cushion and must put a deposit like the Single Journey Ticket.
