If you somehow can get to the customer tech support of your ISP
(email, phone whatever) you can check withh them if the server you
are connecting has the link affected by the quake.
Mos probably whatever resources the affected ISP have are pumped to
support re-routing of the links that were affected, thus you may be
sharing some of that bandwidth with others.
You have to help by coming together and sharing the woes you know,
especially in times of disasters
