And technology moves to combat the cheaters as well. A
combination of technology to defeat the cheats and stringent laws
to punish those who are caught will establish a new equilibrium
that will see fewer drink drivers. We have the three-quarter tank
rule. Some try to cheat too, but once we bring in harsh penalties,
the number of cheats will be brought under control.
If we legislate to allow the car to be confiscated if anyone
cheats, I'll bet that will make people think. With so many cars
around, how can we catch all the cheats? If I say that for every
cheat that is caught by the traffic cop, the car is auctioned the
the cop gets 10% of the money, pretty soon there will be roadblocks
all over the island
That's just an illustration, but monetary incentives
work wonders.
There will be a hassle but a hassle is worth it if lives are
saved.
I would go further and combine it with a GPS speed limiter device,
so deaths on the road will be cut further. In future, all new cars
will have to be sent to a government agency for these various
devices to be installed. An anti-tamper mechanism can be installed
as well to catch those who try to cheat.
