How many have received that mail and have paid up? Definitely not
all of them.
Does this thing has a time period / deadline to catch people?
Definitely not, as far as I know.
If they find it such an effective way to get so much money (Though
I do not know how much they spent), what's stopping them from
re-using this information to catch these same people later?
